Serramonte Is Swapping Its Stores for Kitchens, and Most of Them Haven't Opened Yet

Where in Daly City can you buy oysters, ramen and malatang under one roof, in rooms that used to sell sneakers and towels?

At Serramonte Center, old store spaces have been handed to food tenants at least five times, counting the restaurants that are open and the ones still under construction. The largest example is the 75,000-square-foot former JCPenney, which reopened on March 28, 2025 as Jagalchi, a Korean grocery and food hall. The smallest is a 1,803-square-foot space that used to be a Kids Foot Locker and now serves ramen. Most of the swaps fall between those two sizes, and the busiest stretch of openings is still ahead.

The list of announced tenants is longer than the list of open ones, and the gap is wide. If you're planning a dinner at Serramonte this fall, the useful question is which kitchens are actually cooking.

Where the old stores went

The clearest way to see the change is space by space. Each row below is a store that left and the food tenant reported to replace it.

Former tenant New tenant Size Status as of mid-October 2026
JCPenney Jagalchi 75,000 sq ft Open since March 28, 2025
Kids Foot Locker Marufuku Ramen 1,803 sq ft Open
Shoe Palace and LensCrafters Haidilao 7,156 sq ft Coming, planned for early 2027
Wet Seal, Subway and Starbucks Koi Palace 20,000 sq ft Coming soon
Buffalo Wild Wings The Cheesecake Factory 8,033 sq ft Planned for this winter

Those five rows cover eight former occupants. Only three sold food: Buffalo Wild Wings and the small Subway and Starbucks counters. Of the other five, three were shoe or apparel stores, one was an optical shop and one was a department store. Starbucks didn't leave the mall. KRON4 reported that it moved to another spot inside the center to make room for Koi Palace.

Landlord Regency Centers' current site plan shows how far the change reaches. Its tenant roster includes Kin No Katsu, Onigilly, Potato Corner, Marufuku Ramen, Koi Palace, Haidilao and YGF Mala Tang. Being on the roster doesn't mean a restaurant is open, and that's the gap the rest of this guide sorts out.

What is serving right now

Jagalchi is the center of the open half. It's more than a supermarket. Regency's own write-up lists POGU, a sit-down restaurant, and Basquia Bakery inside it, along with an oyster bar, a cocktail bar and prepared foods. Serramonte's directory still lists Jagalchi as open, and Jagalchi published a January edition of its own magazine on January 26, 2026.

Next to it, several smaller openings have filled in over the last year and a half:

  • Marufuku Ramen. The Serramonte location page says it's open seven days a week. This is the Japantown favorite KRON4 reported was coming in 2025.
  • YGF Malatang. It's listed with its location and hours on Serramonte's quick-serve directory.
  • Onigilly. The rice ball shop held its grand opening on January 17 and 18, 2026, which The Mercury News covered ahead of the weekend.
  • Le Le Choux. It started operating at the mall in January 2025, according to SFGATE.
  • SanFroyo and Tokyo Beauty. Peninsula Buzz named both, with Onigilly, as among the mall's newest arrivals after Jagalchi opened.

Miniso, which SFGATE reported opened in mid-June 2025, rounds out the retail side of that same wave.

If you're going this week, those are the places to plan around. The rest of the announced lineup is still in construction or permitting.

The one store moving in this month

The biggest opening of the fall isn't a restaurant, which makes it the exception in the current lineup. Bloomingdale's The Outlet Store is scheduled to open at 151B Serramonte Center, and the Bloomingdale's store page promotes a grand opening on October 23. Regency's site plan lists the space at 18,869 square feet. That's about a quarter of Jagalchi's floor area, and more than ten times the size of the Marufuku space.

The Daly City–Colma Chamber of Commerce calendar shows two dates around the opening:

  1. Thursday, October 22. A private VIP shopping event for Chamber members at 151B Serramonte Center. RSVP is required.
  2. Friday, October 23, 9:30 a.m. The grand opening and ribbon-cutting at the same address.

Of all the openings now on the calendar, Bloomingdale's is the soonest. Everything else covered below is projected for winter or later.

The 2027 list, and how long it really is

In early August, mall spokeswoman Chelsea Careccia told Peninsula Buzz that six food spots were set to open at Serramonte "next year": The Cheesecake Factory, Fogo de Chão, Koi Palace, Haidilao, Marugame Udon and Kin No Katsu. The article ran August 6, 2026, so "next year" means 2027. Peninsula Buzz also reported that apart from The Cheesecake Factory, the restaurants were expected to open by the end of next year.

That pushes the timeline back from the earlier reporting. In January 2025, KRON4 expected Koi Palace to open in the first quarter of 2026, and in July 2025 SFGATE expected it around the end of 2025. Serramonte's own listing for Koi Palace still says "coming soon."

Taken one at a time, what makes the list stand out is how much it saves you in driving:

  • The Cheesecake Factory is planning a winter opening in the former Buffalo Wild Wings, according to restaurant spokeswoman Alethea Rowe. The closest locations today are 251 Geary St. in San Francisco and Hillsdale Shopping Center in San Mateo.
  • Haidilao, the hot pot chain, is targeted for early next year. Its other Bay Area locations are in Fremont and Cupertino.
  • Fogo de Chão will be the Brazilian steakhouse's third Bay Area location, after San Francisco and Emeryville.
  • Koi Palace won't save you any driving, but it will move closer to the food hall. KRON4 reported that the restaurant plans to relocate from its current Daly City home at 365 Gellert Blvd., and SFGATE reported that the new space next to Jagalchi will double its footprint.
  • Marugame Udon already has locations in San Francisco, Berkeley and Palo Alto.
  • Kin No Katsu will open its first Bay Area location here.

Rowe explained the Cheesecake Factory's reasoning to Peninsula Buzz:

"We have been looking for a site in the area for years, and we think the Serramonte Center will be a wonderful location for us."

Potato Corner is a separate case. SFGATE called it impending in July 2025, and more than a year later Serramonte's listing still says "coming soon" with no date.

Count it up and the pipeline holds at least seven food tenants with no confirmed opening date. The places you can eat at Serramonte today are mostly the ones that opened in 2025 and early 2026.

The mall between openings

While construction goes on behind the barricades, the center already runs a few regular events that have nothing to do with shopping. They give a reason to stop by before the 2027 restaurants open.

Every Friday from 8 to 9:15 a.m., the Serramonte Center Walkabout meets at the food court. You enter through Crunch Gym at 60 Serramonte Center. The City of Daly City, SCAN Medicare Advantage, Serramonte and Daly City Age-Friendly sponsor it. An indoor loop at 8 a.m. on a foggy Friday is a practical alternative to a wet sidewalk.

Serramonte Kids Club meets at 5:30 p.m. at 3 Serramonte Center. The Chamber calendar lists the next three sessions as October 20, November 17 and December 15. Pair any of those evenings with dinner at Marufuku or a stop in Jagalchi's food hall, and you're using the half of the new Serramonte that's already open.

The next date to watch on the calendar is October 23, when Bloomingdale's opens. After that, expect The Cheesecake Factory's sign this winter and Haidilao's early next year.
